The description of the right to communicate provided here was developed by a 'Working Group' that met over the period of a week during the annual conference of the International Institute of Communications (then IBI) meeting in Cologne in September 1975.

"Everyone has the right to communicate. It is a basic human need and it is the foundation of all social organization. It belongs to communities, between and among each other. This right has long been recognized internationally, and the exercise of it needs constantly to evolve and expand. Taking account of changes in society and developments in technology, adequate resources - human, economic, and technological - should be made available to all mankind for fulfillment of the need for interactive participatory communication and implementation of the right."
